Redstone blocks are a compact method of storing redstone. They also are able to provide power when placed; much like a redstone torch. Using them this way is wasteful however; as you are using 9 redstone instead of 1.
[edit] Crafting
A redstone block can be crafted from 9 redstone dust.
[edit] As a Crafting Ingredient
A redstone block can be crafted back into 9 redstone dust.
